In the city, murders occur in which the victims' spines are broken by brutal force, yet the murderers, when confronted by authorities, walk away uninjured. A police doctor's investigation of the fatalities leads to the discovery of a reanimated army of criminal musclemen, remotely commanded by a furious former crime boss and a former Nazi scientist from the latter's suburban laboratory.
